Key Tips for Setting Up Utilities Abroad
Setting up utilities in a foreign country can be a complex process, but thorough preparation and understanding of local procedures will make it smoother. Here’s a step-by-step guide along with essential questions to ask when establishing utility accounts:
If you are planning to rent, most likely your landlord may want to keep the utilities in their name to be reimbursed monthly. Not all landlords do this, but this is an issue you would want to discuss with your landlord.
In some cases, the utilities need to be in your name to obtain residency in your host country. Again, each country is different therefore you will want to explore common practices within your host country.

Identify Local Service Providers
Research and identify the local utility service providers for electricity, water, gas, and other essential services in foreign countries. Send a shout-out to expats to ask who they would recommend.
When inquiring about utility services, ask the following questions:
Payment Methods:
What payment methods are accepted for utility bills (e.g., direct debit, bank transfer, online payment)?
Billing Cycle:
What is the billing cycle for utility services, and when can you expect to receive your bills?
Meter Readings:
How are meter readings conducted, and how often are they scheduled?
Service Activation Time:
How long does it typically take for utility services to be activated after application?
Emergency Contact Information:
What is the emergency contact information in case of service disruptions or emergencies?
Installation fees or Deposits
What is the installation fee, and will they require a deposit since you are a foreigner?

Understand Local Regulations
Familiarize yourself with local regulations and requirements for setting up utility services. Check if there are specific documents or permits needed. This sometimes can be tricky because what is registered at the tax office may not be the same property as the actual meter. Check with your landlord to get accurate information on the property’s location. Make sure that all previous bills have been paid out.

Visit Local Utility Offices
Visit the local offices of utility providers to get detailed information about the application process, required documents, and any specific steps you need to take. You may want to bring along someone who can translate, as we have discovered that in most of the offices, the person behind the counter does not speak English. It is also helpful to have a native speaker with you to interpret all that you need to sign-up with that particular utility company.

Gather the Necessary Documentation
Prepare the necessary documents, which may include proof of residence, identification, and, in some cases, a rental agreement and property insurance. Ensure all documents are translated, if required. This may require a visit to the notary’s office.

Apply for Utility Services
Submit your application for utility services. Make sure to keep all copies of all paperwork you have signed and any receipts of payments you have made.
Set Up Automatic Payments (if available)
Inquire about setting up automatic payments for your utility bills, if the option is available. This can streamline the payment process and help avoid late fees. Have all your banking information with you at the time of your application.

Understand Disconnection Policies
Familiarize yourself with the policies regarding service disconnection for non-payment. Know the consequences and procedures for reconnection.

Monitor Consumption
Keep track of your utility consumption. Understand how to read your meters and monitor usage patterns to manage costs effectively. Beware that sometimes, in certain situations, a meter may be serving two units and therefore you may be paying for more than one apartment. Inquire what other expats’ average bills are running so that you can compare your expenses.
Update Contact Information
Inform the utility providers promptly if there are changes to your contact information, such as a change in address or phone number. Also, if you decide later to change bank companies, you will need to notify your utilities company to avoid late fees.

Evaluate Additional Services
Inquire about additional services offered by utility providers, such as energy-saving programs, water conservation initiatives, or bundled service plans.
Keep Records
Maintain a record of your utility bills, payment receipts, and any correspondence with the utility providers for future reference.

By following these steps and asking pertinent questions, you’ll navigate the process of setting up utilities in a foreign country more effectively. Clear communication with service providers and an understanding of the local procedures will contribute to a smooth and stress-free experience.
